Agree that congestion in this area is a problem leading to poor journey times for both buses and general traffic. However it is impossible to comment on this proposal without details of a specific proposal. It should be noted that Roundhay Road and Roseville Road form part of the West Yorkshire Key Route Network. They are therefore important routes to the local economy. The reference to increased journey times for general traffic is therefore a concern as increased journey times will adversely affect productivity. There is a need to investigate the potential for additional land take in this area as sites become available for redevelopment to create the potential for bus lanes. For example the Clifford Brooke Centre has recently been demolished. Some of the land could be used to provide a bus lane in each direction on this stretch of Roundhay Road.

It should be noted that this road is used by a large number of buses including those on the A61 and Chapeltown Road / Harrogate Road corridors and not just buses to Harehills. At Sheepscar Interchange buses divert to the right of the traffic lights to an ‘island’ bus stop which is well used. They then have priority to leave the traffic lights ahead of general traffic. This arrangement works reasonably well. This means that buses on North Street have to move over to the right hand lane well before the traffic lights. Therefore provision of a bus lane in the left hand lane would not be helpful. There is an issue regarding the route that northbound (general) traffic is expected to take from the M1 / East Street to Sheepscar Interchange. One possible route and which is signed as the A61 is to continue from East Street to the city centre and via St Peter’s Street to Regent Street and then to Sheepscar via Burmantofts Street South. This then involves an awkward right turn into the Sheepscar junction. (A variant of this used by many people is from Regent Street to turn left into Skinner Lane and then access Sheepscar Interchange from North Street). The key disadvantage of this route is that it takes through traffic into a congested part of the city centre by the bus station and in front of the Playhouse. The alternative is for traffic from East Street to pass to the east of Quarry House on Marsh Lane and to then turn on to the Inner Ring Road westwards. Leaving at the second sliproad brings traffic to North Street at the northern end of Vicar Lane and New Briggate and so to Sheepscar. Congestion on St Peters Street means that this route tends to be quicker. The implication of this is that as well as being used by traffic leaving the city centre travelling towards Sheepscar Interchange, North Street is also used by through traffic from the M1 / Inner Ring Road to access the north of the city. Unless a suitable alternative route for through traffic can be found reducing the capacity of North Street to a single lane is likely to lead to congestion stretching back into the rest of the city centre.

Impossible to make definitive comments about the prospect of adjustments affecting "certain roads" - this area is already a nightmare to get through, and there are no real alternative routes to substitute for it without long detours.
